	I am surprised and disappointed at the slow rate of
technological progress in my lifetime.  There are plenty of
people working on technology, but many things that should have
been developed long ago have not been.  Are the people not
smart enough?   Are the smart ones diverted into pure science
or politics?  Is there a herd instinct that makes everyone work
on the same problems?  Is it merely a shortage of investment
capital?  One guess is that some development projects get a
monopoly on the attention of an organization and get more
manpower than they require but progress slowly for organizational
reasons.
